Governmental Authorities Jointly Issued “Guidelines on ’14-5’ Promotion of PC & Chemical Industry Quality Development”

On Apr 7th, MIIT et al in total 6 governmental authorities jointly issued the “Guidelines on ’14-5’ Promotion of PC & Chemical Industry Quality Development” (MIIT joint [2022] #34).

 

The guidelines set forth the main targets of, by 2025, PC & chemical industry should basically form a quality developing pattern of intensified self-innovation capability, rational structure and configuration, and green, safe, low carbon nature, greatly increase high end product security, significantly improved core competition ability, and take solid steps for high-level self-reliance and self-improvement. 

 

Around the main targets, the guidelines focused on six major difficult points, i.e. innovative development, industry structure, industryl layout, digital transformation, green / low-carbon, and working safety development, and condensed these to six key tasks accordingly. 

 

The promotion of industry restructure. The first is to strengthen classified measures, scientifically regulate the industrial scale of traditional chemical industries such as petrochemical and coal chemical, orderly promote the "less oil and increased chemical production" of refinery & chemical project, and promote high-end, diversified and low-carbon development of coal chemical industry. The second is to dynamically update popular application encouraged process/product catalogue of PC & chemical industry, accelerate advanced & applicable process transformation/upgrading, optimize olefins and aromatics raw material structure, speed up extension of coal to chemicals and coal to oil/gas processes for high value-added products, and improve the technical level and competitiveness. 

 

To encourage green and low carbon development. The first is to give full play to carbon fixation and consumption advantages, orderly promote energy conservation and carbon reduction in key areas of PC & chemical industry, promote the coupling of refinery & chemical industry/coal chemical industry with "green electricity", "green hydrogen" and other processes, as well as the demonstration of large-scale carbon dioxide capture, storage, oil drive and chemical production process demos. The second is to develop clean processes and construct whole life cycle green manufacture systems. Promptly develop bio-chemicals, non-cereal biomass to commodity chemical processes, intensify the link between bio-base commodity chemicals and the existing chemical industry chains, realize partial substitution of traditional fossil-based products. The third is to promote inter-industry coupled development, increase resource recycled use efficiency. To orderly develop and scientifically popularize bio-degradable plastic materials, to press forward recycled use of waste plastics, rubbers and other chemical materials.
